Value of Design:
Balancing commercial bottom line and quality design

Good design can deliver so many benefits be they environmental, social or economic. But let’s be clear, most private sector development is driven by economics.

This month's forum will look at the challenges of commercial economics and quality urban design, asking the simple question, can commercial space be well designed?

James Tuma will open the forum with an overview of the 2 week International Retail Study Tour of the US and UK led by Urbis in September 2011. The emphasis of the tour was to understand both established and emerging trends in the design, performance and delivery of major retail and, in some cases, mixed use centres in both countries.

James will present a summary of the tour with an emphasis on the new, the interesting, the absurd and (especially) those places with relevance to our Sub Tropical city.

Matthew Miller will pose some thought provoking questions, starting with why is the majority of Brisbane’s built environment so mediocre? When most private sector development is driven by economics, how can developers continually overlook those examples of good design that have delivered and continue to deliver strong commercial outcomes for their occupants and owners.

Matthew will outline how examples of good design have resulted in greater commercial values and why lifting the design bar at the feasibility stage of a project might just give it the chance of getting off the ground.

James Tuma, National Design Director, Urbis

James leads the design disciplines nationally for Urbis and over the past 19 years has led a significant number of nationally and internationally recognised integrated development and master planning projects. He has qualifications and experience in the fields of urban design, new community and township planning, town centre design, transit oriented development and public space design. The majority of James’ recent project experience has focused on utilising urban design to deliver sustainable, viable and visionary solutions for often difficult sites and in the context of complex community-related issues.

Matthew Miller, Property Economics Director, Urbis

Matthew is a director of Property Economics with Urbis and has over 20 years of experience across commercial agency, property development and property advisory roles and is a well-respected property advisor with a particular speciality in property development. His expertise in property development analysis is borne out through over a decade of experience within the property development industry, both as a development management and in senior executive positions with major publicly listed property groups. Matthew is currently the President of the Brisbane Development Association (BDA and a board member of the Urban Land Development Authority (ULDA) and BCC’s Inclusive Brisbane board.

Slow Planning and Design:
Delivering Green Infrastructure, Food In The City and Other Benefits

Like the slow food movement, slow design essentially offers a ground up rather than top-down approach to city planning and design.

This method enables a refocus on local rather than global trends and practices. In doing so it promotes local distinctiveness and local economies and thereby offers a significant contribution global sustainability.

Hear how John Mongard has planned and delivered exciting green infrastructure, food in the city and other benefits for communities through engagement processes that reflect a 'slow planning and design' ethos.

Christian Duell will share some of the projects and public workshops aimed at increasing the 'green' scape and sustainability of Brisbane.

Christian and Nico will also centre discussion around the implementation and delivery of green/living infrastructure, with a focus on temporary edible installations.

The forum will conclude with organisers of the 2012 Green Life event to be held in Brisbane. providing an overview of the event and how urban designers can get involved and make a difference.

Speakers

John Mongard

John Mongard is a highly awarded landscape architect and urban innovator. As a practitioner who approaches design and landscape from a culturally enriched and environmentally responsible perspective, he has consistently worked with communities to realise dynamic and liveable places and spaces.

John Mongard Landscape Architects (JMLA) carry out the majority of its projects in collaboration with interdisciplinary teams of artists, artisans and other professionals, forging new ways of placemaking and leading Queensland's push towards culturally appropriate development.

The reconnection of food, water and natural resources through recycling, urban agriculture and water sensitive urban design are emerging priorities for John and his practice.

JMLA's approach has been consistently recognised and awarded throughout Queensland and Nationally by AILA and PIA. Most recently, John's role in the Ecovillage at Currumbin and Kingaroy Cultural Precinct have been well received and JMLA won the 2011 AILA Qld: Award of Excellence in Planning - Bingara and The Living Classroom, for Gwydir Shire Council.

Christian Duell

Christian Duell is a registered architect, musician and the director of White Light.

Through White Light, Christian explores the possibilities of ephemeral architecture and digital technology in allowing users to interact with and re-interpret their local spaces and environments.

Christian is currently based at The Edge, Digital Culture Centre, within the State Library of Queensland where he has held a position as Catalyst in Environmental Sustainability as well the Project Coordinator of Flood of Ideas.

nico

nico is the Director of dwdc designs, an Architect, Permaculture Designer and Sculptor.

Current works progress toward the aim of a wildly luxuriant growing architecture integrating the client and their environment via site specific responses and intervention to enhance the joy of habitation of Public Art and Architecture.

Are the Cities of Perth and Brisbane creating places for people or trolls?

Perhaps we have considered the two cities as equal third to Melbourne’s urban bones and new place initiatives and Sydney’s natural beauty and urban icons?

“Trip, trip, trap, trap… Who's that walking over my bridge?” The forum will open with an overview of Brisbane's most rapid growing urban condition - troll habitats. The explosion of road infrastructure in the last decade has created a maze of overpasses, bridges and ring roads. Beneath these, a mass of space void of use... and home of the trolls. Peter Edwards (Principal, Archipelago Architects) leads a call to action – to design these forgotten spaces and nurture them into people friendly places.

Having re-designed the city, built the urban design fundamentals and delivered new urban places, Perth is now tackling the difficult issues and areas of the city. Not only have they successfully implemented the findings of Danish Urban design prophet (Jan Gehl) they have invited him back to review the results and offer more ideas. Peter Monks (Director, Planning and Development at the City of Perth) will inspire you with examples of urban design nurture and built work. With reference to the Vision for Perth 2029, Peter will provide an overview of the how the Council is actively tackling existing urban conditions and promoting an urban design framework to promote sustainability and place making. Hw will also update us the “What If? Ideas for the City of Perth.

Visitors to Perth return impressed, wondering if it is ahead of Brisbane in creating another great Australian city.

Speakers

Peter Monks
Peter Monks is the Director of Planning and Development at the City of Perth where he has worked for the last 10 years, five as Director.

Peter was raised in Port Hedland in the northwest of Western Australia and developed his initial interest in towns and cities by observing the development of South Hedland, a master planned Radburn style community in the tropics that was simply not appropriate for the local environment.

Peter has undergraduate and postgraduate qualifications in urban and regional planning from Curtin University. Peter lived and worked in Berlin and southern Sudan before returning to Perth to commence a career in local government town planning ranging from dealing with the conservation challenges in historic Fremantle, to the outer suburban major growth challenges at the Rockingham through to the intense scale of development and issues associated with the central city environment at Perth.

Peter Edwards

Peter Edwards is an accomplished and recognised Urbanist and a leading figure in the region’s Urban Design profession.

Peter is Director and co-founder of the new Architecture and Urban Design practice – Archipelago. With a focus on Cities, Buildings and Things, Archipelago is broad in sector but focussed in process with an interest in the alchemy of design and the power of collaboration in the making of cities.

Peter combines work on major projects with key involvement in urban design professional bodies. He is regularly sort as a design team leader, authors and facilitates design workshops, and continues to advocate publicly for better cities through urban design. Peter is a founding member and the current Vice President of the Urban Design Alliance Qld.

What If Queensland:

Taking urban design dreams into place making realities.

Have you been dreaming of how to make your city better?

This month’s forum invites you to go outside the current thinking, outside the planning constraints and for a collective moment, think about the what if’s.

Discover visionary Brisbane architect, Robert Riddel’s proposal for a new underground festival hall on a vacant site in Brisbane's CBD which respects the adjacent St John's Cathedral, allowing one of Brisbane's best assets to shine in full view rather than being overshadowed by a high rise development.

Robert will excite and inspire your thinking about ‘what if’ for spaces within Brisbane CBD and ask the important question ‘Why can’t we?”

In answering the why can’t we, UDAL President Andrew Hammonds will introduce “What If Queensland” proposal – a UDAL project with the simple vision of “10 communities around the State are amazed about the potential for spaces they had previously given up on”.

The forum will conclude with an interactive session of discussion and workshopping of other places around Brisbane and South East Queensland that you feel need ‘what if’ thinking.

So if you have been walking about the Brisbane CBD dreaming of how to make your city a better place, commenting on how spaces could have and should have been used better… it’s time to get involved and put your thoughts forward!

Speakers

Robert Riddel, Principal Director and Architect, Riddel Architecture
Robert founded Riddel Architecture in 1982, working from his landmark listed home in Fortitude Valley. He has always regarded good design as the most important attribute of architecture. Early projects included the conservation and additions to the law faculty at The University of Queensland and the conservation and adaptive reuse of Brisbane Customs House.

Robert has always had a deep respect for history and the best work of other architects. His work studio utilizes Karl Langer’s 1953 showroom for West’s Furniture and he lives in the CBD in a reused 1918 tea warehouse which became one of the first mixed use buildings in the city.

Robert recently completed his PhD in architectural history at The University of Queensland where he is currently an adjunct professor. He is also on the Board for Urban Places, the AIA National Heritage Taskforce and is a former Heritage Council Member.

Andrew Hammonds, President UDAL, Founder PlaceFocus

Andrew is a recognised advocate for urban planning and design, as President and founding member of the Urban Design Alliance (QLD) and as the Chairperson of Australian Institute of Urban Studies(QLD). He has also encouraged excellence in these fields through teaching and research for Placefocus and as an Adjunct Professor (Planning) at QUT.

For 20 years Andrew has been a practising urban planner in private enterprise, public service, academia and professional associations. He has been honing skills in placemaking, innovation, facilitation, problem solving and management. All built upon a broad platform of qualifications in urban planning, urban design and environmental science.

Forum Overview
For more than two decades years, Brisbane City Council’s Urban Renewal Brisbane (URB) program has sought to breathe new life into forgotten parts of our state’s capital city. As the primary body within the Council for curating important urban outcomes their ongoing health is important to the city and important to UDAL. As part of celebrating twenty productive years we invite URB to engage with us in a conversation on the next twenty years and how we might collectively rise to the challenges and opportunities before us.

David Cowan, URB, will provide an overview of the past successes and lessons learnt by the URB on aspects including planning processes, community engagement, renewal strategies, and implementation of projects.

John Byrne will launch our thinking forward, posing the challenges evident in the next 20 years, asking the question - where to from here and how?

The forum will conclude with a facilitated open floor discussion that enquires how the challenges and opportunities could be tackled going forward.

David Cowan, Senior Planner, URB
David Cowan is a Senior Urban Planner with Urban Renewal Brisbane and the team leader responsible for the Fortitude Valley, Newstead-Teneriffe, Milton Station, Toowong-Auchenflower and Toombul-Nundah renewal precincts. David studied planning at Griffith and UQ, and has 13 years experience in urban planning and design in both Australia and England.

John ByrneJohn Byrne is an urban design consultant with some forty years at the interface of the social, physical and economic dimensions of sustainability. With a background in architecture, history/politics and planning, John is Adjunct Professor in Urban Design at the Queensland University of Technology and the former Director: Urban Design and Planning with the Queensland Department of Housing. John's public and private work has included award-winning major renewal projects, precinct revitalisations, radical residential, town centre and campus planning and policy frameworks.

Next Generation Planning

Does it live up to its name?

Forum Overview
Next Generation Planning is about new ways of planning for the suburbs, towns and cities of South East Queensland (SEQ). This handbook identifies four Next Generation Planning concepts:

Affordable Living
Smart Growth
Form-based Codes
SEQ Place Model.

At their core, these concepts are about making places great for people, and ensuring they can afford to live there. The inspiration for this handbook came from the great places of SEQ, studied in detail in its preparation.

Significantly, this document has been produced by the SEQ Council of Mayors, Queensland Government and the Australian Government.

The major contributors to the handbook Mike McKeown, Peter Richards and Greg Vann, will present the innovative proposals outlined in the Handbook.

Peter Richards, Director, Deicke Richards
Peter is a registered architect with a masters degree in urban design. He has a wide range of design, visualisation and implementation skills at all scales and complexities - from community facilities, housing and large complex public buildings to neighbourhood and town design throughout Australia.

Greg Vann, Director & CEO, Buckley Vann
Greg holds qualifications in planning and economics, and has been involved in planning in Queensland for over 30 years, as a consultant and previously in local and State government.
Nowadays he is CEO of Buckley Vann and likes strategic/leadership roles in major planning projects, facilitating groups and processes, vision led planning, planning coaching and being an honest broker.

CNU 19 - Round Up

Congress of New Urbanism (CNU) 19: Growing Local

Presented by Peter Richards

Forum Overview

Exploring the theme of "Growing Local," the CNU 19 (held in Madison, WI, Frank Lloyd Wright’s home town, from 1st-4th June) was, by all accounts, a resounding success and melting pot for urban design thinking, practice and directions.

The Congress explored linkages that urban communities have with local food production, the food economy and the infrastructure that has developed around this symbiosis. The central theme was extended through sub-themes including:

Implementing the New Urbanism: Design and Economics;
Bikeability and Transportation;
Architecture and Placemaking; and
Agriculture and Urbanism.

Peter will also provide overview on Congress speakers including Andres Duany, Peter Calthorpe, Charles Waldheim, William Cronon, Ed Glaeser and Growing Power's Will Allen.

As both an attendee and member of the judging panel for the Form Based Codes Institute Awards, Peter Richards has first hand experience of the wave of ideas and energy to come from the Congress, and, more importantly will be discussing the relevance and application to Queensland.

Underscoring his work is a strong understanding of urban quality and the rich relationship between people and place within a regional sustainable urbanism.

Research and reimagining the Sedimentary City

Forum Overview 'Sedimentary City' is an ongoing and collaborative design research project about cities by Brit Andresen and Mara Francis. The process of research involves review of emerging present layers, looking-back through former layers (historical research), looking forward to hypothetical layers (testing forecasts). Investigative cycling between looking-now / looking-back / looking-forward underpins our propositions based on facts and fictions and presented through collaged images and text.
Presenter Professor Emeritus Brit Andresen, The University of Queensland, is a central figure in bridging the gap between architectural education and practice. Brit Andresen is the first woman recipient of the RAIA Gold Medal and her work with partner Peter O'Gorman has been widely exhibited and published. This year UME magazine published Andresen O'Gorman Works 1966-2001 as a limited edition folio and online at umemagazine.com. Brit Andresen studied architecture at Trondheim University Norway qualifying as Sivil Arkitekt. She has taught architecture at the University of Cambridge, England, the Architectural Association, London and the School of Architecture and Urban Planning UCLA Master of Architecture Program and currently teaches at the Glenn Murcutt International Master Class.

Paul Fairweather and Yen Trinh will discuss the potential of urban design messages which ‘go viral’, utilising social networking and online media.

Based on their experience with TEDx.com and Park(ing) Day they will discuss the pros and cons and suggest a path for producing ‘sticky messages’ for the general public on urban design and placemaking. A "must see" forum for developing messages to the next generation.

Designing for floods, Tuesday 5 April 2011

Good Urban Planning is about managing constraints, not necessarily avoiding them. The recent floods offer the opportunity to revisit old concepts and to provide some new ideas about design and development within our urban framework.

This seminar presents four dynamic thinkers: Michael Rayner and Greg Tupicoff will provide some innovative solutions; and following their presentations they will be joined in a panel session by Professor Darryl Low Choy and Assoc Professor Peter Skinner.

These presentations will be followed by a Panel session which will include the 2 Presenters, Professor Darryl Low Choy (Griffith University) and Assoc Professor Peter Skinner (University of Queensland).

About this Plan:

The purpose of strategic or long-range planning is to assist UDAL in establishing priorities and to better serve the needs of the membership. Our strategic plan will be flexible and practical and yet serve as a guide to implementing programs, evaluating how these programs are doing, and making adjustments when necessary.

UDAL Mission:

UDAL seeks to improve the quality of public places across Queensland through advocacy, publication, seminars, awards and research though a strong and resourced organisation reflecting a collaborative, multi-disciplinary and holistic process.

This concise description of the purpose of our organisation provides continued direction and focus to our plans, programs and services.

UDAL Vision:

The Urban Design Alliance of Queensland facilitates the creation and management of quality and sustainable places for people throughout the State.
Indicator: by 2013 UDAL is supported by major partners.

The SEQ  Regional Plan has committed to a series of new centres.  A new regime of transit networks is planned, committed and commenced.  The combination spells a new shift in the development of our Urban Morphology with nodal density and taller buildings outside the CBD being one of the more obvious physical manifests.
The key sustainability driver in all this is that the efficiency of denser communities will save us from the gluttony of McMansions.  The public want a green future but the debate has been watered down to issues of building height. So what exactly is the physical manifestation of the current planning and what are the thresholds that will make or break successful outcomes.

John Neylan has over three decades experience in Urban Design & Architecture and is an active participant in the urban design debate in SEQ.  His research into the comparable densities such as Teneriffe and Petrie Bight quantifies some of the thresholds for density and good urban place making.

Former young upstart Cameron Davies is an Urban Designer & Architect, with experience across a small raft of TOD projects in SEQ that are starting to define the future shape of the city including the new Woolloongabba TOD.  Both will discuss the tension between built form and density in the context of Brisbane’s urban renewal.

Forum REPORT - Shanghai HEAT - Thursday 2 December 2010

The final UDAL forum in a busy and successful 2010 was the story of Shanghai HEAT. This Sino-Queensland collaboration coincided with World Expo 2010 in Shanghai and asked the urban design question: learning lessons from the 20 years of post-Expo 1988 development in South Bank, Brisbane, what could be envisioned for Shanghai’s mega-Expo site?

Participants in the June workshops, held in China, included Department of Employment, Economic Development and Innovation’s HEAT Initiative, Queensland University of Technology, Urbis, Woods Bagot, AIA and UDAL, with local partners Tongji University.

Kathi Holt Demant, Timothy Hill, Liam Proberts and John Byrne took part in the visit, and shared their experiences of the workshop, Expo and Shanghai with the UDAL audience.

A seasonal flavour including Santa speaker's hat added cheer to the evening. This touch was just what UDALians expect from executive officer Donnell Davis, organising one final event before returning to her vocation cajoling United Nations agencies to do her bidding. UDAL will miss Donnell greatly, but will return with a full program of topical urban design events in 2011.

UDAL CELEBRATES 10 YEARS

The Urban Design Alliance of Queensland members, friends and supporters, after a ten year long windup, let their hair down at a dress up dinner on Friday, 15th October, to celebrate the tenth anniversary of activity and achievement. Over 150 guests offered their good will and best wishes for the next 10. The chief guest, the Hon. Stirling Hinchliffe, Minister for Infrastructure and Planning congratulated and acknowledged UDAL’s important role in Queensland’s built environment professional community and contribution to the state. Brisbane City Councillor Amanda Cooper presented the 6 previous Chairs with life memberships in recognition of their service.

However, an equally important part of the well spirited evening was the announcement that the Governor of Queensland, Her Excellency Ms Penelope Wensley AO has accepted to become the Patron of UDAL Inc. Qld. We are honoured and pleased to have her support and interest and look forward to meeting high vice-regal standards.

No skiting of course, but since appointing Donnell Davis as our very able executive officer, the last two years have accelerated us to new levels. Some of the highlights are:-

An electronic network of over 1000;
exceeded target of new members and corporate supporters; a well progressing new strategic plan to 2015;
established Foundation institutional relationships with Bond and Griffith Universities;
strengthened links with state government;
‘youth’ generation representative on our Board and conduct of a youth round table;
major local government and corporate sponsors;
links and partnerships with allied groups such as UN Habitat, Sust. Design Co-op. Research Centre and others;
supported the publishing of UDF88 in Dec. 2009;
regular electronic newsletter;
a web site;
monthly well attended Forums;
members collectively and individually actively furthering the urban design cause.

Preceding the party, the ‘guard’ was changed. Nothing like a good meal to entice AGM attendance. The formalities were completed expeditiously to elect the new Board of:

The new Chair, in summary, stated his vision for UDAL over the next few years thus:

In review - 3rd Annual International Urban Design Conference, Canberra, 30 August – 1 September 2010

By far the most memorable conference opening I have ever witnessed was the inaugural International Urban Design Conference in 2007. The host city was Gold Coast, and before any learned speaker could even whisper the word “sustainability” at delegates, a father/daughter opera singing combo were on stage belting out a couple of numbers. It had nothing to do with urban design but energised the audience like no welcome from middle-aged-design-profession-man ever can.

The nation’s capital was never going to beat that. Jupiter’s Casino Ballroom became the National Convention Centre. If cities were television programmes, Gold Coast would be Australia’s Next Top Model and Canberra First Tuesday Book Club. But that’s OK. Canberra might not be fashionable but it stands to reason that this planned city should have more to say to the urban design community than to the “Australian people” more generally.

And I don’t mean the monumental city of the parliamentary triangle. That’s the kind of capital an all-conquering empire builds (I must have missed that chapter of Australian history in Manning Clark). But other parts of the city have more to offer than they get credit for.

Take Civic, the urban centre of the working city. The architecture is not much to look at, and yes it is quiet outside of office hours, but the urbanism of Civic is solid and effective. Civic is dense and active, but modest at the same time. The largely medium-rise buildings are in keeping with the scale of the streets and spaces (and trees) around them. At a detailed level, the public realm has been designed with people in mind. Footpaths are wide, surfaces generally of good quality (if ageing), and the public domain well embellished with trees and urban infrastructure. Even the traffic flows (perhaps because jobs in the city are decentralised around a number of centres that really are more than shopping centres). There are plenty of cyclists even on a cold winter morning, so cycling infrastructure must be acceptable. And the green man stays on long enough to cross the wide boulevards without stopping for an enforced rest in the central reservation.

As for the conference, only one speaker had much to say about Canberra, and his interest was with Canberra’s nearly forgotten early system of land leases. Since heavily modified, the original lease system was the product of post-1890s-depression memories. Leases were of controlled rates and generally not tradable. According to this speaker, economist Phillip Anderson, the early lease system resulted in a land price of effectively zero, killing land speculation and putting modern housing affordability initiatives into perspective.

Conference highlights, amongst the 60 plus speakers, included the few international guests: Sean Connelly on re-introducing Ahupua’a (indigenous watershed-scale boundaries) into planning at Waikiki, Hawaii; Graham Young described a competition to find and design a new “Central Park” for Johannesburg; and Omar Barragan compared child friendliness in high-density developments in Auckland and Bogota. These visitors deserved more than 15 minutes of the programme for their troubles.

Food sensitive urban design was a theme for several speakers. Some addressed regional scale food issues like protecting quality agricultural land from development, including the perishable food producing areas on the fringe of Australian capital cities. Other food related presentations concentrated on the more trendy urban agriculture. Roof gardens, community agriculture and other photogenic examples from the likes of New York and Vancouver featured. It was enough to make me want to be an urban farmer too.

Of the keynotes, Richard Weller’s interrogation of Perth’s metro region (and then Australia) including strategies to manage the anticipated millions more people expected by 2050 was the best illustrated of the many population-and-planning lectures of the conference. (Weller’s presentation was founded on the graphically rich Boom Town 2050, recently published.)

Less impressive was Professor Peter McDonald’s tedious and poorly prepared recital of UN population projections for major cities around the world. McDonald (and the monotone conference M.C.) really started this conference with a whimper.

Mark Fuller coped well with the interruption of a fire alarm. Speaking more about urban design process than product, he pitched for cities to be thought of as a product of evolving ideas. So stop thinking of mega-projects, embrace complexity and muddle through (but always with a long term vision in place).

Other notable topics in the mix included Michelle Collins’ look at technology and public space. This presentation was interesting and well timed. Gadgets are changing the way people use public space faster than you can say “big screen”. I also learned a new word (tweetup). Charles Pickett spoke wistfully about a past age when several architectural firms and state institutes played a meaningful role in mass suburban housing and wondered if prefabrication (of design, not house) presents a new opportunity for enhanced design input into our suburbs.

Not the greatest event overall, but enough to keep the urban design conference momentum going. Just bring back the opera singers next time.

Bevan Lynch

Bevan Lynch was born in Brisbane and has practiced as an architect since graduating from the University of Queensland in 1971. He started his own practice in 1977. Bevan was a founding principal in ML Design with offices in Brisbane, Gold Coast, Melbourne and the United Arab Emirates. ML Design provides architecture, master planning, urban design and interior design.

Over the past two decades, as ML Design Executive Chairman, Bevan has led the growth of the firm into national and international markets. Since 2006 Bevan has been a member of the Urban Futures Brisbane Board and Chair of Brisbane City Council’s Independent Design Advisory Panel which provides (1) real world peer advice on design quality of development applications and (2) advice that contributes to Brisbane’s identity and subtropical lifestyle through Neighbourhood Planning policies and guidelines

In March 2010, Bevan was appointed to the role of Urban Futures Brisbane Board Chair. The Chair’s role has expanded to become directly responsible for the delivery of significant urban planning projects. His achievements include Bachelor of Architecture with Honours (University of Queensland), Fellow - Royal Australian Institute of Architects, Registered Architect (QLD, NSW, VIC) , Chair, Independent Design Advisory Panel (Brisbane City Council), Chair, Urban Futures Brisbane Board (Brisbane City Council).

James Coutts

James joined the Department of Infrastructure and Planning in February 2010 as the Assistant Coordinator-General for TOD Implementation. With the advent of Growth Management Queensland (GMQ), James assumed responsibility for the Transit Oriented Development and Design Division in GMQ.

Immediately prior to joining the department, James was the Director of Planning at the Urban Land Development Authority and worked on projects such as Bowen Hills, Hamilton Northshore and Fitzgibbon.

James has also worked in the private sector (as the Director of Planning for EDAW – now AECOM), in local government (Brisbane City Council) and Commonwealth Government (the National Capital Development Commission and National Capital Planning Authority in Canberra).

Andrew Hammond

Andrew is a recognised advocate for urban planning and design, as Chair of Australian Institute of Urban Studies (QLD) and a founding member of the Urban Design Alliance (QLD). He encourages excellence in these fields through teaching and research as Adjunct Professor (Planning) at QUT. His qualifications include urban planning, urban design and environmental science.

His experience covers private enterprise, public service, academia and professional associations, honing skills in place-making, innovation, facilitation, problem solving and management. More recently, Andrew established Place Focus - a training and internet business which helps people convert urban spaces into places and ultimately destinations. AKH Consulting provides independent advice and specialist services in innovation through facilitation and place-making, exercising skills for collaborative, innovative facilitation, largely through a pioneering role in QLD in design workshops or ‘Enquiry by Design’.

His roles: Equity Principal at HASSELL, International Head of Planning, member of the Practice Executive and Brisbane Board of Management. He has extensive master planning experience with major national and international projects (incl Kelvin Grove Urban Village design review with urban design guidelines. Similarly, he is advising Government on investment in infrastructure to maximise transit oriented outcomes in Brisbane and the Gold Coast. His work in centres - Warwick, Emu Park, Emerald and Townsville, demonstrates that good urban design can overcome social and economic challenges faced by communities – regional, rural and urban. He promotes housing affordability and ‘soft’ infrastructure to build strong communities, complementing ‘hard’ initiatives to deliver balanced place-making outcomes.

In 2001, Andrew was awarded the AV Jennings Churchill Fellowship for international research into sustainable development. His passion for sustainability, inextricably linked with urban design, led to role as International coordinator for HASSELL. He is recognised for his role in personally and professionally promoting sustainability within South-East Queensland.

Forum REPORT - Urban Landscapes: Managing the Scenic Amenity on Urban Edge

The joint UDAL & AILA Qld event on 21 July – titled as above - is behind us. I am glad I attended. Joint or partnered events are essential but I wish there had been more UDAL’ians there. As someone who has worked hard for nearly 30 years to build bridges between the built environment professions, there are a number of observations I want to make.

1. The titling and programming of these kinds of events needs to be more
carefully and deliberately targeted towards both (or all) professional
groups. In the case of this function, I expect many who see themselves
on the urban design or planning side of the ‘fence’ thought of it as being
of greater relevance to landscape architects than others. Perhaps a
more provocative title such as ‘Tensions / collisions between natural
and urban landscape’ would have broadened the interest base without
greatly changing the structure of the event. If we are to breach the fences
between professional domains, we need to plan and program our events
with that in mind.

2. There were two excellent presentations from architect / urban designers.
However, they highlighted the silo walls that still appear to exist. It
appeared that architects see the landscape as something to acknowledge
and respect as we work with the city. One could not help having the
impression that (some) landscape architects dwell on the encroachment of
the city upon the landscape. The ‘truth’ or reality is no doubt somewhere
in the middle. We live in the age of urbanisation. We need to address
questions such as “Can /does built form enhance the natural landscape?
Can the reconstructed landscape be an improvement on the natural
or ‘original’? We are very young at urbanising this continent. Are we too
precious about the native landscapes around our city edges?” In parts of
the world such as Europe, there is very little of the landscape which has
not been reconstructed many times over during the centuries. Most are
highly cherished even though they change constantly. There is inevitability
in this as we occupy the planet and our cities grow (but not necessarily
expand).

3. If we are to acknowledge that the challenge for all built environment
professions is how to serve our community to live more sustainably on this
planet, mainly in cities and towns, we need many more joint functions to
address sometimes contentious questions in a bipartisan and joint way.
Let us have another UDAL – AILA event and continue lowering those walls.

We need to ensure that we do not bring clashing values to handle
the common issue.
